Hello, I had a little debate with a friend on these two brand new Honors Veil's items.
They both say "Negate all Chi penalties on this Personality.", I was wondering if Hida Daizu exp could use his ability with one of these items (considering he is unbowed and at the same location of the personality being destroyed), and if he could use it, if the action effect is negated because of his cost's negation.

No, he may not. If the cost is negated, then the cost is not paid.
