At the end of page 32 of the rulebook it reads like this "Equip - Limited: Any number of times per turn, target one of your personalities. Attach a target attachment card from your hand to him. (paying all costs)"
Assuming that Eastern Hub Port changes that to a battle/open action let's assume that I attack province 1 with my Yoritomo Randon and province 2 with my Tsuruchi Random. If I'm resolving at province 1 can I target and attach a card on my personality who is on province 2? I guess not because it doesn't have relevance. But I had to ask...
What if during a battle my Moshi Random with one follower is destroyed, can I use Fortified Camp reaction to bring the follower back to play attached to a personality who is not at the current battlefield?

Equipping is a Battle/Open action for you. After the first Battle action resolves each turn that attached a card to one of your Personalities: You may take an additional Battle action.
Fortified Camp
Bow this card: Produce 2 Gold, or produce 3 Gold if paying for an attachment. Reaction: After another player’s action destroys one of your attachment cards or it’s Personality: Attach the card to one of your target Personalities (paying all costs).

Battle actions are restricted by the rules of Location and Presence. Reactions are not.
