At some point before Samurai Edition, actions were political if they modified honor gains or loses, even if the action itself didn't state it. Battlefield of Shallow Graves was one of these. Is Battlefield of Shallow Graves currently political under Samurai Edition rules?
Re: Battlefield of Shallow Graves
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
Battlefield of Shallow Graves
* Reads, "Battlefield of Shallow Graves 0G 1FV Terrain Battle: Double each of the enemy leader’s Honor gains until the battle ends; destroying this Terrain does not end this effect. Before this battle’s resolution, reduce the Force of each Personality in the enemy army to half his Force at that time, rounded up." [MRP, Samurai Edition, 25 July 2007]
I don't see the Political trait anywhere on the MRP text. Political actions have been explicit since Diamond edition, possibly Gold edition.
