Will vs Private Trader (L5R rules board)

When playing Will ("Bring him into play there, paying 2 less Gold and ignoring Honor Requirements."), does Private Trader ("Bow this card: Produce 2 Gold, or 3 Gold when paying for a Gold Cost on an Action card.") produce 2 Gold, or 3?

(It seems clear to me that, despite the "*" in the Gold cost of Will, its GC is just 0, and the Gold paid is the Personality's Gold cost - reduced by 2. What is not clear is whether the Gold cost in "on" the Action card. But then I could be wrong)
