A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

After the cost of an action has been paid, there is usually a list of action that follow such as effect A, B then C. My question is if the actions depend on the prior action to happe? (ex. After the : there lists A, B and C. Does A have to happen for B or C to happen?) Or once the price is paid all tbe actions will resolve in sequence one after the other, regardless if A is elligible or not.
A good example of this is Matsu Yoshino's ability. Does he first need to destroy a personality without attachments to then be able to destroy a attachment?

Effects will resolve independently.
For Yoshino's action, you must have a legal target to announce the action. If you cannot target a personality with no attachments, you cannot take his action.
