Link. The linked ruling given does not explain if or how Ambush goes around the clear wording of Action Phase action legality.

During the Combat Segment, the only action types that can be taken are Battle and Reaction Actions. (combat segment) "Limited or Open actions can not be taken during the battle." (ambush) "The active player can only take Limited and Open actions at these opportunities." (action phase)

The Rules Team have been quite clear on which phase Ambush operates in, and the result is confusing. The question asked, as currently worded, is: do the above rules currently result in actions not being legal during action/pass opportunities of an Ambush unless they are Battle/Open or Reactions?

That's what the Comprehensive Rules entry for Ambush says. That's why there is an entry.
