Battle : Target a Personality, if he is a Courtier, he may be at any location. Destroy him if he is Dishonorable. Dishonor him.
Bayushi Kaukatsu Scorpion Clan • Imperial • Chancellor • Courtier • Experienced 2 • Unique Abilities on Kaukatsu cannot be copied. After another player's action targets Kaukatsu: The player targets one of his honorable Personalities. Dishonor him. Political Limited : Target a dishonorable Personality. His controller loses 3 Honor, then targets one of his honorable Personalities. Dishonor him.
Touch of Ice This Spell cannot have its Gold Cost reduced. Water Open : If it is not your turn, bow this Shugenja: Another target player may choose to bow 2 of his Personalities. If he does not bow 2 Personalities, gain 3 Honor.
Governor's Court Bow this card: Produce 2 Gold. Political Open: Even if this card is bowed, bow this card or one of your target Courtiers: Choose another player. He may bow one of his Personalities. If he did not bow a Personality, gain 2 Honor.

No and no. Touch of Ice and Governor's Court do not target the other player's personalities. Touch of Ice only targets the other Player, and Governor's Court doesn't target anything.
