My opponent announces a card which allows him to target a number of units in the current battle 'up to' a given number (say Two-Front War). I play Misdirection. Can I choose to make him target 0 units?
Misdirection and 'up to'

With the new Misdirection wording, you choose the targets. You may choose 0 targets for something that allows you to target "up to" a certain number.
