A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

A question has been braught up on our website forums in regards to a clarification on Keyword and requirments. I'm gonna quote the parts she wrote.
SE rulebook pg 20 (8/26 pdf)
Spells represent magic scrolls used by a Shugenja (a person trained in the magic of Rokugan). Spells can only attach to a Shugenja.
apparently (for simplification) there is no rule saying a shugenja has to be the one performing a spell... so any spell that bows itself or doesn't ask for a shugenja can be cast by anyone (if you can get the spell attached). So:
Temple Acolytes (Khan's Defiance Follower) text: This Personality has Monk and Shugenja.
You can still move attachments (well once per turn, due to the OPT rule LOL), so the acolytes could travel as nec.
The way I see this. If the Acolytes are attached to a personality they have Monk and Shugenja. Thus this will allow you to attach a spell to that personality. And use that spell. But if you were to move the Acolytes to a new personality, I would guess that the requirements for the spell to be attached to that personality isn't there anymore thus it is a Illegal target, the spell would be discarded. Am I right to assume that is the case? Thanks.

Entering play requirements or restrictions are only checked when something is entering play. Likewise, attachment requirements are checked with something is attaching, either by entering play or transferring.
The Rules Junta is reviewing the Spells issue in particular.
