Unexpected Betrayal and stance on the Wall (L5R rules board)

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. I have just discovered these rulings:

And am more than a little confused. The explanations given don't work.

The rulebook does foresee an empty army possibly having force. Lotus rules pg. 51 and 52 are quite explicit that figuring out winner and loser and checking for province destruction only occur if both armies and the attacker respectively have units in their army. The two cards do not have specific text over ruling the rulebook which has always been required for actions to change how the rulebook functions.
