The Shogun's Left Hand and Focus effects

My opponent has a card with a focus effect in the discard, say Crippling Cut, and I use the Shogun's Left Hand on it. Does this negate the effect of a Crippling Cut the next time it is focused, or would it simply negate the effects of Crippling Cut if it is played for the action?

Political Open: Bow a target Courtier you control: Target a non-Heroic action card in any discard pile. Until the end of the game, negate the effects of any action card with the same title.
