In reference to keywords...
Example 1: A Personality with the traits "Scorpion Clan Spy * Ninja" is a Scorpion Clan card, a Spy card, and a Ninja, but not a Clan.
...
Example 4: The personality from Example 1 above has the ability "Elemental Open: Bow this personality: Draw a card." Using that ability is an Elemental action and an Open action as well as a Scorpion Clan action, a Spy action, and a Ninja Action.
Considering that names in the title are also keywords and carry their action to the card, would that mean that Tactical Advisor's Battle Action is therefore a Tactical action, therefore requireing a Tactician to perform?

Yes. This could be an oversight, though, so I'll check with the Rules Junta.

It's not Tactical. That would render it unusable, as it's performed by the Advisors, who cannot be a Tactician Personality.
