A player, 12 October 2005
You may play this card as a Reaction after playing and resolving the fourth or later Action card from your
hand in one phase.
Elemental Open: Bow this card or discard it from your hand: If any player has more cards in his hand than you do, draw a card. If you bowed this card, draw a card.
A resolved action is “successful” unless all its effects are either negated or produce no changes.
Does an Action card have to be "successful" (produce a change and be not negated) to count as having resolved?

It does not.
