If I have a courtier bowed for a quarantine, can i target him with another quarantine, assuming they don't need to bow as a cost (shosuro hokii, diplomatic apprentice or whatever), and maintain both concurrently?

Assuming they don't need to bow, yes. Note, however, that bowing is a cost. Yes, this card is misworded, and a note saying so is being added to the Archive.
