Kakita & Smoke and Mirrors

Sorry for bringing this up again, but I still cannot see clearly on the issue. It has been ruled before that Kakita can use any number of Smoke and Mirrors before his 'normal' focusing, since playing Smoke is not actually focusing. However, I find the following ruling a bit ambiguous:

can he use reaction instead of focusing ?

Sure.

Does this refer to the scenario above or does this mean that Kakita can also use Smokes after he has already focused?
