Can I use sadahige's ability to play a formation in my discard pile?
Are the cards created by outmaneuvered by tactics permanent?
Can I use Ikoma yasuko's reaction to negate the destruction of my attacking personality if that personality died during battle resolution? If so what happened to that personality? Will he return home then? Thank you

No.
You have to put the Formation into play before you can use any of its Actions, unlike "normal" Action cards.
Putting a Formation into play is a Battle Action, but it is not any Action on the Formation card.
Are the cards created by outmaneuvered by tactics permanent?
"Create" effects are on-shots that never wear off unless otherwise specified. See the Accumulated Ruling, "Effects" for a list of other similar effects like "Draw" and "Destroy."
Once you make the Personalities, they stick around until acted upon by another force (like PK).

Sure. He'll go home like any other Attacking Unit that's alive when the time comes to return to the Fief. Same thing goes for Hida Sozen.
