Hello.
This is the only sentence with the "fear" word in it in the WoL ruleset.
"Actions do not target anything without explicitly stating so or by implicitly targeting by producing a Ranged Attack or Fear as the first effect."
this doesnt make you unable to target your own units with fear effects.
Sorry, i dont find where this comes from.
"No. Fear cannot target cards in your own army (Web of Lies rulesheet)."
Can you point me the Title of the WoL ruleset text that has it,please.

I misremembered. Fear can target your own units.
