Second question; does CP causes gifts and favor and/or a favor returned abilities to cost 1G? I know it was asked a long time ago, but I can't seem to remember and it's not on the search...

Contingency Plans specifies: "actions on Holdings in play" and Gifts and Favors has an Action that is used while it isn't in play.
