So with the rule that you can use an action on a bowed personality if the action unbows it.

so does this meed Moto Tsume ability to unbow a shadowlands card can be done over and over and over again?

On himself, you mean? Given that this is an old card, and the rules were not as tightly defined as now, I'm going to say no. I'll rule that he can only target a bowed Shadowlands card.
