A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I'm having trouble reconciling these 2 rulings. equipping is and action. equipping a 0gc attachment has zero gold cost. if an action needs to have a possible gold cost to produce gold to pay it, and I'm equipping a zero cost attachment, then how can I produce gold? the equip action has no possibility of needing gold to pay a gold cost.

The difference is that your original question made an incorrect assumption - straightening Contemplative Shrine is not a zero gold cost action, it is an action without gold cost. They are two very different things, and actions without gold costs do not trigger a step where you are able to produce gold. Actions with a zero gold cost do.
