i was watching 2 people play the other day and one of them feared a follower and then on there next action feared the personality i asked how they could do that because my understanding was as the rules read a follower or personality with out followers i have never seen anything say that the fear could go through if the follower was already bowed. question on fear
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

You were correct in this case. Fear cannot target a Personality with a follower, whether or not the Follower is bowed, unless another effect (such as Tested Blade or Streets of the Second City) allows it to do so.
