Regarding this older ruling:

If you combine a Fear Effect that can target a Personality with Followers with one that can't, the combined attack cannot target a Personality with Followers.
From the Comprehensive Rules, p 46, Combining, paragraph 4: The original attack effect may only target a card that it, as well as each of the combining actions, could target.

Ist this a Reversal or just a mistake?

If you use Tested Blade's ability and Interrupt with Ujirou's, it may target a Personality with followers, but will not destroy attachments and dishonorable Personalities.

It's a mistake on my part, I'm correcting it.
