A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 5 May 2015
At the end of this post it is said that Shunryu "only applies to the battlefield being resolved when you take the action." However, nothing about the card limits it to the current battlefield, and under 20F rules 'enemy Personalities' are also not limited to the current battlefield, but instead to "cards in units [the player on the opposing side to the player of reference during a battle] controls.".
As such, it seems that Shunryu should affect all personalities controlled by the enemy player rather than just those at the current battlefield. Likewise, the force pump appears to apply to all of his Controller's Personalities, as long as they are opposed, regardless of the battlefield they are currently at.

You're right, as it doesn't target. Original answer changed.
