Interrupt the Void's Flow questions

L5R CCG Rules board, 26 April 2015 to 1 May 2015

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Does Interrupt the Void's Flow "Negate a Battle action" prevent the action from targeting and thus causing the other effects of the action to fail?

Since Polvora Cache and Baraunghar Scouts does not have the "to/if/after" exceptions in its action. Scenario is that I have a Shugenja with Interrupt the Void's Flow, Polvora Cache/Baraunghar Scouts attached then use Polvora Cache/Baraunghar Scouts open action then interrupt with Interrupt the Void's Flow and remove the caster with the attachments attached. Do the open action of Polvora Cache/Baraunghar Scouts gets through and I get to destroy a holding or get a 3F/1C scout peep?

In both of these cases, since there is no conditional clause, Interrupt the Void's Flow will remove the attachments from the game prior to their normal destruction/removal. This will not prevent other effects from occurring, but will prevent the destruction/removal of the attachments.
