A friend and I were playing L5R today and I used the battle action on Elite Pikemen. The card says: Battle: Bow Elite Pikemen to destroy an opposing Cavalry Follower or Opposing Cavalry Personality without Followers.
The question is is can this card target a personality without any followers and have a higher force than it does. For example I used the battle action of this card to destroy Force nine, 5 Chi, Moto Chagatai who's is Cavalry and does not have any followers. He would then be destroyed due to that battle action? Or would the pikemen only be able to destroy something equal to their force?
Sub notes** Elite pikemen have 2 force and 0 Chi.

Yes, Elite Pikemen does not have a force comparison as part of its ability. It can destroy Chagatai if he lacks followers.
