Chukage sensei says: You Equip non-Water Spells for 1 more Gold. After your Water card moves a Personality, give your target Water Shugenja +1F. You may Equip Water Spells to your unbowed opposed Shugenja as a Battle action.
Can I give the Force bump to any water shugenja at any location? OR does he also follow the need for Presence and Location?

The Rules of Location only apply to actions, not to traits such as Chukage Sensei's.
You may give the Force bonus to your Water Shugenja at any (in play) location.
