Battle, w: Ranged 4 Attack (Destroy a target enemy Follower or Personality without Followers with 4 or lower Force).
The reminder text contradicts the comprehensive rules, or did they change? I know that reminder text is not rule text. But it's really bad to have reminder text that is wrong.

Reminder text is not Rules text.
Although the Reminder text for Ranged, etc attacks implies that the targeting has a force requirement, it is actually just a check that is done after the target has been chosen. The full description of Ranged Attacks is on p58 of the Comprehensive Rules: "Ranged X Attack", where X stands for a number, is shorthand for the text "Target a Follower or a Personality without Followers in the current enemy army. If its Force is equal to or less than X, destroy it."
