Ring in play, or can you target a Ring in your discard pile? This is a greedy question, and my instinct goes with the former; however, with only the Unique Event Wisdom Gained currently holding the title of only card to be able to return Rings from your discard pile to your hand who will make it to 20 Festivals, perhaps it's meant to interact that way? Just wanted to be sure.

Cards that are not in play (technically, "not in play or in a resolution, entering-play or focusing area") may not be targeted by actions. Wisdom Gained references cards in out of play areas, so it is not subject to this rule.
