Does Tsujiken Sensei make out-of-play Political strategies Economic strategies for the purpose of Yasuki Hora's invest?

Do we have an answer for this question yet? My gut instinct is he doesn't affect out of play cards due to the language on Tsujiken being very specific in regards to the Mines in and out of play, and Actions missing that text, but I really hope I'm wrong as I'm taking the deck to Worlds.
