A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I saw a thread about this card but I think the question was left unanswered, or at least ambiguously so, since I believe it was asked in the Emperor-Ivory transition.
Riot In the Second City Limited: Each player targets and bows an unbowed Samurai.
If I have no unbowed Samurai, I (very clearly) must target one of my opponent's unbowed Samurai. Must then my opponent also target one of his unbowed Samurai (if one is available to target)?

Yes, that is correct. The most efficient way to run Riot in the Second City is in a deck with no legal targets yourself, so it will always bow two of your opponent's Samurai.
