A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Can I summarize the (regular) Recruit procedure by the following steps? 1) Announce that you use the Recruit action. 2) Produce gold (as much as you want). 3) Select the card you are Recruiting. 4) Choose whether to apply the Proclaim Rule; if yes, the action becomes "a Proclaim action". 5) Resolve (check restrictions, bring into play, etc.).
I believe that Slander and Turning the Story can be used at step 5 to prevent the proclaimed Personality from entering play. (They're identical, right?) Is this how they work now? If yes, what happens to the gold produced at step 2: does it disappear during step 5 or is it still available in the Gold Pool until the end of the phase?
Slander Political Reaction: Before the Proclaim action resolves: Negate its effects.
Turning the Story Political Reaction: Before a Proclaim action resolves: Negate its effects.

Slander and Turning the Story will have their Oracle texts updated to properly reflect that they're meant to affect the honor gain from the Proclaim action (which is what the Proclaim action referred to pre-Ivory) rather than the entirety of the Recruit action.
