If a holding is targeted by Tsujiken sensei's ability and that holding is bowed to pay gold for an out of clan personality with say 8HR and i am currently at 8 honor. will the recruit action fail because i lost honor bowing the holding targeted by Tsujiken sensei's ability?

The choice of Personality to be Recruited is made during the "Resolve Effects" step of the action, whereas the gold is paid - and the honour lost from Tsujiken Sensei - in the earlier "Pay Costs" step.
Thus, by the time you're choosing a Personality to Recruit, you will already have lost the honour.
