I assume, but would like to confirm, that the inclusion of Emperor Toturi III in the Oracle is not sufficient to allow it to be proxied for BigDeck play?
Emperor Toturi III
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
I assume, but would like to confirm, that the inclusion of Emperor Toturi III in the Oracle is not sufficient to allow it to be proxied for BigDeck play?
That is correct. In order to be legal for an AEG sanctioned event, a card must have been considered released.
As per the Notes in the Oracle entry, this card was never released.
