A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Battle: Discard the top card of a Fate deck. Target a card without attachments. If the discarded card's Focus Value is odd, bow the target (0 is even). Otherwise, straighten it. Move its unit home if the target has a Madness token.
It doesn't say 'enemy card' - in case you want to target your own card - so it allows you to target any card, not necessarily in an unit.
The second paragraph of the Battle Section (p. 38) in the comprehensive rules states:
2. To be legally targeted by an action during battle, any cards in a unit must be at the current battlefield.
Again, not applied to a Stronghold, since it cannot be in an unit.
So I ask: knowing Stronghold Immunity does not prevent me, nor does the comprehensive rules, according to my understanding, can I use Fires of Turmoil to straighten/bow a Stronghold/Sensei?

Because of reasons unknown to me, i cant reply to topics on these boards, i am forced to make another topic.
I am curious to the conclusion on the ruling to Fires OF Turmoil, stated here:
viewtopic.php?f=59&t=109313
The rule clearly states "to be legally targeted by an action during battle, any cards in a unit must be in the current battlefield." Strongholds, sensies, rings and holdings are never in a battle.
i dont believe this topic should even be a point to be brought to the rules team, since the original petetioner of the question answered his own question, which should have been in the negative.
Edit: If the cards mentioned are indeed, "not in units", then what does the second sentence of the action refer to?
"Move its unit home if it has a Madness token."
my understanding is that it is referring to the card without attachments.

Indeed. However, neither are they ever in units, so the Rule of Location does not apply to them.

Fires of Turmoil has received errata: Battle: Discard the top card of a Fate deck. Target a card without attachments in a unit. If the discarded card's Focus Value is odd, bow the target (0 is even). Otherwise, straighten it. Move its unit home if the target has a Madness token.
You may not target Strongholds, Holdings, Sensei, Rings or Strategies, as they are not cards in units; you may not target Personalities or attachments at home due to the Rule of Location.
