With regard to this ruling are the two parts of the aranai sensei wording not separate conditions modifying your personalities. My point being that it doesnt matter how Myuken gained the keyword does the sensei's wording not prevent him using the Tactical Advantage ability because it is not printed on him?

As long as Myuken has 2 or less Chi, the second line of Aranai Sensei's trait does not apply to him. Its pronoun "They" refers back to the first line's text, "Your Personalities with 3 or more Chi", not just the "Your Personalities" part.
