Can Cavalry Escort's action be used on Personalities that can't equip Followers?

Can Cavalry Escort's action be used on Personalities that can't equip Followers?
Yes. The clause of the Good Faith Rule from Emperor Edition that would have prevented this has gone away under Ivory Edition rules.
Note that the Cavalry Escort is discarded after it fails to be attached to the Personality, so it's not a reusable ploy!
