Imperial Summons, Scorpion Stronghold, and Ring of Air

Someone else asked this and I tried to answer it, but I fear I got it wrong. Please provide an official answer. Thank you.

Regarding the resent rulings about the new Good Faith Rule and Negation:
If I am playing scorpion and have two copies of Imperial Summons in hand (and Ring of Air), can I bow my stronghold for one, announce my stronghold on Imperial Summons, play the second one and then drop Ring of Air without ever controlling the favor?
