If Rampant Paranoia is in effect and I have an Ominous Armor equiped when my opponent tries to shoot me in the face , will the armor get destroyed or does Rampant Paranoia save my personality first?

Rampant Paranoia is a Prevention Effect. Ominous Armor is a Substiution Effect.
According to the rules on Timing Conflicts in the Comprehensive Rules, Rampant Paranoia will apply itself before Ominous Armor.
