In Stillness, Forge the Soul and discarding to hand size

L5R CCG Rules board, 12 March 2014 to 14 March 2014

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I have 8 cards in hand and play In Stillness, Forge the Soul on a kensai and fail to find a weapon, then play no other cards during my turn, do I discard to hand size?

More specifically, how are End of Turn actions ordered? When do I put In Stillness, Forge the Soul back into my hand relative to drawing a card and discarding to hand size?

As detailed in the Reference Book, p. 16, effects "before the end of the turn" happen prior to the end-of-turn drawing of a Fate card and discarding down. So, In Stillness puts the card back in your hand before drawing and discarding to your maximum hand size.
