The Crystal Tears say:
"You may target and bow a target personality with 4 or more Force or a Fallen, Ninja or Shadowlands card. After this terrain is destroyed straighten the target."
Can I target my personality that is already bowed then destroy the terrain to straighten the target, or is the straighten dependent on the original bow having taken place?

Provided it fulfils one of the target requirement (F4 or more, or being Fallen / Ninja / SL), yes, nothing prevents it.
