Limited: If Wattu is face-up in your Province, put him in your discard pile, honorably dead. If there are no other dead copies of Wattu there, refill the Province face-up.
Famous Bazaar
After you Recruit this Holding from a Province, refill the Province face-up.
Oracle of the Void XP
Limited, bow this card: The next two cards in provinces you refill (this turn) may be refilled face-up.
If I use this ability from Oracle of the Void XP and then use Iuchi Wattu's Limited action does that use one of two refills granted by the Oracle? What about if I use this ability from the Oracle and buy a Famous Bazaar?

Refilling the province face-up by other means (Wattu, Famous Bazaar) will not stop the Oracle from counting those as "the next two cards in provinces you refill". If you activate the Oracle before using Wattu, or you begin Recruiting the Bazaar, one of the effects will be wasted. I suggest optimizing the order in which you activate the effects
