Does the timing of Shattered Focus' Reaction allow it to prevent Focus Effects from resolving on the cards it discards?

Yes. Cards are revealed during Step D of duel procedure. Shattered Focus can be triggered here. Focus Effects resolve at step E, so any discarded focus won't be there to resolve. See here.
