If i use nikarus printed action and then kill rokuta at battle res, can rokuta still react? is there any way that rokuta cannot react besides this?

Yes, of course there are more ways of stopping Rokuta's ability, you just have to be creative! . Removing him from the game will also stop the Reaction (eg. Cursed Relic), as well as effects that declare that the ability cannot be used (eg. Soshi Yoshihara XP), to name a few other ways
