An End to Hostilities and drawing extra during the end step

L5R CCG Rules board, 26 May 2013 to 30 May 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Hi Rules Team,

Let's say that An End to Hostilities resolved earlier and I have Kurohito's Perfection in play. If I invoke Kurohito's Perfection's ability (to allow me to draw extra at my end step), would I be drawing three cards or two?

In other words, do effects that have you draw extra at your end step such as Tales of Valor, A Game of Dice, or Kurohito's Perfection prevent An End to Hostilities from triggering for you? I would say you're fine since An End to Hostilities checks for drawing prior to the End Step, which is where the effects I mentioned would actually put cards into your hand.

Thanks!

Relevant Card Text:

Limited: Until the game ends, each player draws two cards instead of one at the end of his turn if he put no other cards in his hand that turn.

When paying the cost of the rulebook Favor Political Limited action: You may ignore the cost of discarding a card; if you did, delay its effects until your End Phase begins.

"Your End Phase begins" happens prior to the drawing step (Step A according to the CR). A split second before, if you like, but just enough to happen before An End to Hostilities checks whether you have put cards in your hand that turn or not. So, I'm pretty sure Kurohito's Perfection's Limited trait and Tales of Valor prevent the card draw from An End to Hostilities for that turn.

A Game of Dice is Under Discussion.

The card draw from A Game of Dice happens at the same time than the regular card draw of the turn under current EE rules, and therefore An End to Hostilities has to be applied at the same timing point. Active player would have to choose the order, which would (normally) mean than An End to Hostilities would give you an extra card, for a total of four cards.
