The Heavens' Blessing vs. A Game of Dice

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Will The Heavens' Blessing force you to pay 2 gold to draw cards off of A Game of Dice?

Based on the wording of The Heavens' Blessing "Open: Until the game ends, a player must pay 2 Gold to draw a card from effects of his own Strategies during an Action Phase." I would guess the answer is no, since you aren't actually drawing in the action phase, even though A Game of Dice is played during the action phase. On the other hand, the effect of A Game of Dice is technically applied during the action phase, even though it has no effect until the end phase. Would A Game of Dice cost 2 gold if The Heavens' Blessing is in effect?

The Heavens' Blessing: Open: Until the game ends, a player must pay 2 Gold to draw a card from effects of his own Strategies during an Action Phase.

A Game of Dice: Limited: Draw two additional cards during your next End Phase.

The Heavens' Blessings checks when the actual effect of drawing takes place, not when the action on the Strategy is taken. If the card draw happens not at the Action Phase, you don't have to pay, even if the action was played during an Action Phase.
