So having skipped a whole ton of arcs I must've missed where shugenja could stop casting kihos. Now, for the kihos that do say a shugenja can cast them, such as The Wind's Truth and Facing your Devils, am I to assume shuggies can still use them? Or was there a ruling that only monks could do them now? Thanks!

There are no specific rules on kihos, only card texts. In EE the design of kihos has mostly been restricted to monks, but this doesn't affect old kihos at all. The card text on your kihos (particularly, the text in the Oracle of the Void) is your guide to what Personalities can cast your kihos.
