My shugenja is equipped with Sactuary of the Waves. Can I attempt to use the spell at an empty battlefield, for ring of air/water?
Relevant text: Battle: Bow this card and target this Shugenja, or, if this Shugenja is Water, you may target another of your Personalities: Move the target to the current battlefield if he would be opposed there. Straighten him if he moved.

At an empty battlefield you would not fulfil the Rules of Presence and Location. You also can't fulfil the exceptions to them because, in order to move from the action's effects, you'd need opposition (per card text).
