Can Bakari bow to pay the cost of the Heir's Wrath or does the force penalty apply at home?
Hida Bakari Crab Clan • Berserker Bakari has -4F while he is unopposed.
The Heir's Wrath Imperial • Political • Unique Limited: Target another player's Personality, pay Gold equal to his unit's total Gold Cost, and discard the Imperial Favor or bow a Personality with five or more Force: Lose 2 Honor and destroy the target; these effects will not be negated.

Precedent points to me that units at home count as "unopposed". Bakari can't pay such a cost without some extra boost.
