A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

in regard to this ruling does this
"In the case of assignment and targeting, references to the player who assigns or targets refer to the player who made the actual choice, not necessarily the player whose choice it originally was." http://rules.l5r.com/EE_Effects#Choices
make any difference to this ruling?
Have a player saying that you can't know no fear because it's no longer an action targeting; it's the player

Don't hate the player, hate the game.
The rules quote you linked refers to changing targets and has nothing to do with the DBC situation. The action is still targeting the Samurai, and the opponent can still react with Nono Know no Fear. The fact that the player is choosing the target doesn't change the fact that it's an action's target.
