If a personality who has performed A Cleansing Breath tries to bow another personality and that personality reacts with Know no Fear, what happens?
In the absence of any other effect, the other Personality will not bow. A Cleansing Breath ensures that its target can perform actions: it does not ensure that the effects of those actions can't be negated.
A Cleansing Breath negates, for example, the effects of Daigotsu Hotako's action.
If you want to ensure the other Personality bows, you want something like Inexorable, or Tamori Takeshi.
